Disaster Prevention Section Responsibilities

(1) Fire prevention education:

  1. Conduct fire prevention workshops and community fire prevention education.
  2. Organize the electronic fire prevention of cable TV stations, cinemas, KTV, MTV and radio stations.
  3. Conduct public places, collective housing, community fire prevention and escaping method education.
  4. The city's community women's fire prevention education team assists the Bureau in promoting residential fire prevention and various disaster prevention and publicity activities.

(2) Fire safety inspection (random)

Fire safety inspections are classified as Class A, Class B, Class C, Class D, Class E, Class F, etc. according to the purpose of the “Maintenance Public Safety Plan – Fire Management Section” approved by the Executive Yuan. It is stipulated that fire safety inspections shall be carried out continuously for various types of places. If it is found to be inconsistent with the regulations, it shall be investigated in accordance.

(3) Fire management:

  1. According to Article 13 of the Fire Services Act, the scope of buildings for public use above a certain scale is as follows:
    1. Film screening venues (theatre, cinema), performing arts stage, karaoke, ballroom, night club, club, bowling alley, and sauna.
    2. Barber shop (sightseeing haircut, audio-visual barber shop), Shiatsu massage place, video program with broadcast space (MTV, etc.), video hall singing place (KTV, karaoke, etc.), restaurant, PUB, Club (bar).
    3. International Sightseeing Hotels.
    4. Hotel(hourly hotel), Department stores, supermarkets and amusement parks with the total floor areas of the building are over 500 square meters.
    5. The restaurant with a floor area of more than 300 square meters.
    6. Hospitals, rehabilitation centers, nursing homes.
    7. Schools, cram schools or training classes with general floor area of more than 200 square meters.
    8. Factories or institutions with the total floor area of the building are more than 500 square meters, and the number of employees is more than 30.

    The building sites for the public that the city shall promote the fire prevention management system; in addition to the counseling of cadres who have the supervision and management responsibilities to receive training as fire management personnel, the city will alos assist the operators to establish and train their own fire teams to achieve their own property management goals.

(4) Flameproof regulation:

According to the first paragraph of Article 11 of the Fire Services Act, carpets, curtains, cloth curtains, display advertising boards and other designated flame-proof items refer to the following items:
  1. Carpets: woven carpets, planted carpets, synthetic fiber carpets, handmade carpets, fully covered carpets, carpet tiles, artificial turf and door mats and floor mats with an area of more than 2 square meters.
  2. Curtains: cloth curtains (including cloth curtains, straight-leaf, horizontal-leaf blinds, roller blinds, separation curtains, thread curtains).
  3. Cloth curtains: Cloth curtains used by the stage or studio.
  4. Display advertising board: advertising display panel for indoor display.
  5. Other designated flame-proof articles: refers to construction canvas with a mesh size of less than 12 mm. Floor carpets: woven carpets, planted carpets, synthetic fiber carpets and artificial turf floor mats.

(5) Strengthening public safety inspection education:

In order to enhance the public safety inspection knowledge and legal knowledge of firefighters, the Bureau conducts public safety inspections every six months to enhance the firefighters' legal knowledge and fire safety inspection knowledge.

(6) Management of dangerous goods:

To promote the safety of manufacturing, packaging, storage, sale and disposal of public dangerous goods, flammable high-pressure gas and gas water heaters in accordance with the "Standards and Safety Management Measures for Public Dangerous Goods and Flammable High Pressure Gases".

(7) Inspection report:

Continue to strengthen the requirements of the operators to handle the inspection and declaration operations; the Bureau designates the inspection team from time to time to conduct random inspection so as to maintain fire safety equipment in usable condition.

Disaster Rescue Section

Disaster Rescue Section Responsibilities

Current work focus

(1) Improving disaster rescue capabilities:

  1. Enrich fire vehicles and equipment.

(2) Enriching the fire water source:

The existing fire water source in the city is listed in the file. Each fire-fighting area checks the fire water source in the area of responsibility at least once a month. If the fire hydrant is damaged or faulty, immediately notify the water company to repair it as soon as possible. At the same time, the location of the fire hydrant is required for the survey and the provision of additional fire hydrant should use dedicated funds to enrich the fire water source and facilitate firefighting and disaster relief.

(3) "Chiayi City Volunteer Firefighter Organization Manpower Enrichment and Equipment mid-term Project"

The problems and dilemmas facing the current volunteer firefighter organization in this city are as follows:
  1. Man power aging and skill gap: Due to the rapid urban development and social changes in Taiwan, the young ethnic group has difficulties in joining the volunteer firefighter organization due to factors such as the need for further studies, heavy work, lack of incentives and restrictions imposed by laws and regulations, and Chiayi City is not exception. If we are unable to expand the recruitment of young people as soon as possible, the future volunteer firefighter force of the city will be quickly aging.
  2. The proportion of people who can cooperate with the fire brigade is low: According to the statistics of April, 2015, the total number of volunteer firefighters in the city is 728, and the number of people actual assisted the missions is 277, the ratio is 38%, which is lower than the national average (44%).
  3. The professional ability is limited to single ability: the professional ability of the city's volunteer firefighters is still mainly based on fire rescue. However, the city is located in high-potential areas such as earthquakes and windstorms. The jurisdiction also has dangerous waters, and the professional capabilities cannot correspond to the disaster characteristics of the jurisdiction.
  4. Equipment and equipment need to be replaced and enriched: the equipment of the city's volunteer firefighters is mainly used for firefighting, but the annual cost of replacement and enrichment is declining year by year, therefore the equipment cannot be effectively enriched. Due to the lack of the equipment for the disaster potential of the city (earthquake, windstorm, and flood), the demand for special equipment will be replenished by setting up a "functional type of elimination".

In order to solve the above-mentioned problems, the Bureau plans to strengthen volunteer firefighter organization’s manpower, training and equipment to enhance organizational capability, achieve qualitative improvement and quantity improvement, and strengthen the overall disaster prevention and coordination effectiveness to meet future disaster relief needs.

Emergency Rescue Section

Emergency Rescue Section Responsibilities

  1. Planning and implementation of emergency injury and patient rescue system.
  2. Planning and implementation of ambulance technology.
  3. Planning and implementation of assisting a large number of injured patients.
  4. Emergency ambulance operation planning, supervision, and assessment.
  5. Contact and coordination of health care institutions.

Current work focus

(1) Planning and implementation of the responsible emergency ambulance area.

(2) Emergency ambulance coverage:

According to Article 3 of the "Regulations for Emergency Medical Services", the scope of emergency ambulance services:
  1. Emergency rescue due to disasters or accidents.
  2. Roadside injured people who are unable to act.
  3. Expectant women.
  4. Other emergency patients.

(3) Number of ambulances and number of ambulance personnel:

There are 6 detachments in this Bureau, and the total number of ambulance vehicles is 16; there are 9 senior ambulance technical specialists and 105 intermediate ambulance technical specialists.

(4) Number of first aids and number of people:

In the year of 2012, the number of emergency ambulances missions was about 13,649, and the number of emergency rescued people was about 11,755.

(5) Vigorously handle the training, re-training and volunteer training of ambulance technical specialists at all levels to improve the quality of ambulance.

(6) Actively enrich various ambulance equipment (consumables) materials.

(7) Planning to set up an emergency rescue implementation plan for special accidents and perform exercises (practice) accordingly.

(8) Training emergency ambulance training assistants and training seed instructors.

Fire Investigation Section

Fire Investigation Section Responsibilities

  1. Investigation, forensics, statistics, and analysis of fire causes.
  2. Issue of fire certificate.

Current work focus

(1) Investigation of the cause of the fire scene:

  1. According to the provisions of Article 26 of the Fire Services Act, the municipal or county (city) fire services units may, in order to investigate and identify the cause of fire, send personnel to the relevant sites to investigate and take and preserve relevant evidence and inquire about relevant personnel.
  2. At the time of each fire incident, the Bureau informs the officers of the Command Section to go to the fire site. The duty officer listens to the radio at any time to grasp the information of the fire in the jurisdiction.
  3. The fire cause investigation and fire certificate are all sent to the police for reference before the deadline required by the Fire Services Act. If it is suspected of arson, the Section will transfer the case to the police for investigation at the fastest speed to grasp the timing of solving the case.
  4. Continue to build archives of fire cases, strengthen case analysis to provide reference for fire prevention work and strengthen people's fire prevention concepts and awareness, and reduce the incidence of fires to the goal of zero-disaster cities.

(2) Complete the analysis of the causes of fire and countermeasures:

  1. Collect information on various situations of fire, use various academic and practical experiences in firefighting to analyze and assess, and find out the correct cause of fire.
  2. Regularly publish the fire statistical analysis data to yield a positive publicity effect.
  3. Establish a fire case database to ensure the integrity and correctness of the data.
  4. Case studies based on fire categories are published online to increase public awareness of fire prevention.

(3) Improving the investigation ability and professionalism of fire causes:

  1. The Section actively involves in the training of fire investigation and forensic personnel organized by the National Fire Agency:
    1. "Fire Cause Investigation and Forensic Training Course".
    2. "Fire Cause Investigation and Forensic Expertise Training Course".
    3. "Strengthening the Fire Investigator's Expert Testimony Seminar".
    4. "On job training workshop on fire cause investigation and forensics".

  2. The manpower for the investigation of fire causes in the Section is in line with the qualifications listed in the “Extra Pay to Dangerous Jobs Form for Criminal Identification, Explosives Treatment and Fire Causes Investigation and Identification Personnel” issued by the Executive Yuan. The training period for responsibilities and experience is more than six months. To ensure the inheritance of fire investigation experience.

(4) Actively strengthen arson control:

  1. In order to curb the increasingly serious arson, the Section has in-depth understanding of the current analysis of arson causes and the arsonist psychology, and provides time and methods for arson statistics to the police so as to ensure the effectiveness and safeguard the lives and property of the people.
  2. In the case of arson in the jurisdiction, the police will be immediately notified to send personnel to participate in the investigation and to produce a fire cause investigation and fire certificate to increase the chance of solving the case.
  3. The Section files all arson cases. Monthly statistical analysis of arson locations and tactics are sent to the police for investigation and prevention reference.

(5) Planning and setting up the city's fire forensic committee:

  1. According to Article 27 of the Fire Services Act, the municipal or county (city) government may employ representatives of relevant units and experts and scholars to set up a fire forensic committee to investigate and identify the cause of the fire; its organization shall be determined by the municipal (county) government.
  2. The Section establishes guidelines according to the provisions of the city's fire forensic committee, and the city's experts and scholars are hired as forensic members. Relevant regulations are revised in a timely manner to make the organization's regulations and operation method better.
  3. Strengthening the assistance of fire victims (households):
    According to the "Caring for Fire Victims (Households) Project Execution Plan" and "Enhance Fire Disaster Victims (households) Service Work Execution Plan", the Section prints "Fire Scene Victims Care Guide" and "Chiayi City Fire Victims Rights Advocacy Card" to educate people at the scene of the fire to provide relevant laws and regulations for fire related persons, coordination with investigation items, fire site cleaning time, application for fire certificate, documentation, process, purpose of use and application locations, etc. to facilitate the victims (households) to know what to follow as well as contact the victims to receive assistance and replacement.

Future prospects

  

Combine the city's urban planning numerical aerial survey topographic map and digital urban planning map data to integrate the 119 report system so as to display the map icon and location when accepting the report. Via geographic information system (GIS) provide maps for service dispatching to reduce human error, so that disaster relief and ambulance dispatch can quickly reach the scene to protect people's lives and property.

Personnel Office Responsibilities

1. Organization:

The Bureau has disaster prevention section, disaster rescue section, disaster management section, emergency rescue section, education and training section, fire investigation section, disaster relief command section, administration section, vehicle maintenance works, personnel office, ethics office, accounting office, first fire brigade, the second fire brigade, etc. The first fire brigade has three branches: the first, Dean, and Hunei; the second fire brigade has the jurisdiction of four branches: Lantan, the second, Houhu, and East District.

The accounting office of the Bureau has one accountant chief and two staff members to implement the government administrative reform, promote the computerization of accounting tasks and strengthen the internal audit function of the Bureau and the convenience payment method for time-limited payment. The responsibilities are as follows:

1. Accounting:
